Questions getting marked not relevant in studies that haven't been tagged#539

Derek and I have both run into this, we’re seeing questions marked as not relevant (and therefore skipped in form-based tagging) in studies that haven’t been tagged yet (and the questions are relevant, so they shouldn’t be marked that way). I’ve found it in two studies in the nest I’m currently working on, the second question (Study inclusion criteria) is marked not relevant even though I’m the first one tagging in the nest and I haven’t gotten to the studies in question yet. Not sure if this is a weird user error somehow or a bug, let me know if you need anything else from me to try to replicate! The nest doesn’t have tag recommendations run yet, I just set up the full tagging hierarchy and questions today.
