Distinguishing tags that have already been applied in the tag selection menu#574

When a tag has been added to an specific tag question, to avoid duplicates can we grey it out?

This is an interesting idea! We do in general advocate for only applying tags to a study once, however there are some use cases in which tags might be applied twice (e.g. if the protocol calls for tagging all instances where an outcome is reported).
