Option to add a single study as a "Related Report"#585

Would it be possible to allow the creation of a related report family with only one report? One use case of this would be a repository of studies where a new study is using a new registry of patients but there are not yet other studies using this registry. It would be nice to start a family with that report so future sutides can be more easily added.

Piggybacking off this request, could we add one report to two families? Use case being a secondary analysis comparing two different trials that each have multiple reports.
