Inspector Filtering: Data Element Extracted#283

Requested by @Jade Thurnham in #281 : It would be nice to have the capability to filter to studies where at least one arm was extracted for a specified DE.

Should we consider Intervention-based filtering at the same time? That is actually probably more common of a use case, and I’m OK with that as a separate issue or lumped here!
